Special Administrative District No. 3 was in a position
to inform me of his readiness to unseal the premises,
4. Accordingly, on February 10th, I sent Mr. Acting
Consul Reeves, accompanied by the Constable, to the
bank to remove the seals simultaneously with those of
the District Court and of the Special Administrative
District No. 3, and to return the keys which have been
in safe custody in this Consulate-General. On the
return of the keys a receipt was obtained from the
liquidator witnessed by the members of the District Court
and representatives of the Special Administrative Dis-
trict No. 3 and of the creditors.

I understand from the liquidator that the bank,
after reorganisation, intends to reopen by the end of
this month at the latest.

I take this opportunity to thank Your Excellency
for your support in this matter, without which it
would have been difficult to maintain our formal interest.
From start to finish of this unpleasant and long-drawn
out case I have received no communication whatever from
the Directors of the Bank, whose attitude throughout, from
my point of view, has been most unsatisfactory and casual.
The two local Chinese Bank officers, themselves in a most
difficult position, were always staunch and helpful though
subjected to persistent personal pressure, especially at
the outset.
